Did you disable the ports for both incoming and outgoing for all NICs (including vNICs or software network adapters) ? Is yours the case of VCSA running on VMware workstation that everything is on the same lappy ? That way I could exactly which ports are getting blocked and open them.? What about using WireShark (or similar) to packet-capture the traffic between VMware Workstation and vCSA 6.7.? I could just do a capture for the few seconds when 'connect to server' is clicked in Workstation and the connection to vCSA is successful (with the Windows Firewall disabled).

You must understand that Windows firewall and/or other security software sits on the OS layer and not on the physical network, so it thinks that all data going through the NIC via the OS (even via NIC to vNIC) is going in/out of the machine.
